Tracy Webb, M.S., J.D.

Tracy Webb is an experienced prosecutor, educator, and nationally recognized expert in cybercrime, human trafficking, child exploitation, and crimes against children. Over the course of a 38-year prosecutorial career, she prosecuted a wide range of criminal cases, with a particular focus on child abuse, human trafficking, family violence, and technology-facilitated crimes against children.

Professor Webb retired in 2023 from the United States Attorney’s Office in Los Angeles, where she served as Director of Communications & Public Affairs. Previously, she served as Counsel for Child Abuse Policy and Cyber Crime Prosecution at the Los Angeles City Attorney’s Office. She also served for eight years as Chief Prosecutor for the City of Pasadena, where she supervised attorneys and support staff responsible for criminal prosecutions and led gang and code enforcement initiatives.

Professor Webb has extensive experience in cybercrime and online exploitation. She was an active member of the Federal Internet Crimes Against Children (ICAC) Task Force for nine years and served as Co-Chair of the Los Angeles County Cyber Crime Task Force for 12 years. In 2016, she was certified by the Joint Regional Intelligence Center as a Terrorism Liaison Officer.

Professor Webb is an Adjunct Associate Professor of Law at Southwestern Law School and an adjunct professor in the School of Criminal Justice and Criminalistics at California State University, Los Angeles. She previously taught at the University of California, Irvine and served as an Assistant Professor at the University of Southern California. She frequently speaks nationally on cybercrime, human trafficking, online exploitation, child abuse, and domestic violence, and is known for combining practical expertise, engaging presentation, and real-world insight into technology-facilitated crime.

In addition to her legal and academic work, Professor Webb is an Emmy Award-winning documentary producer. She has produced documentaries and public service announcements addressing gang violence, child abuse, cybercrime, and child welfare. Her scholarship includes publications on cybercrime investigation and prosecution.

Professor Webb has received numerous honors for her work in law enforcement and community service, including an FBI commendation, the Children’s Hospital Los Angeles/Nicole Parker Foundation for Children Service Award, and commendations from the Los Angeles County Inter-Agency Council on Child Abuse and Neglect, the Archdiocese of Los Angeles, the Los Angeles City Attorney’s Office, and the United States Department of Justice.

Throughout her career, Professor Webb has combined prosecution, education, public service, and community engagement to address emerging forms of exploitation and the protection of children and families.
