Most lawyers must interact with the administrative state because state agencies regulate in so many areas, such as employment, housing, environmental, and consumer law. This course is an introduction to general principles governing how state agencies make and apply the law, as well as how courts review agency action. Topics covered include agency rulemaking (the process by which agencies adopt regulations), agency adjudication (proceedings in which agencies determine rights, benefits, or liabilities of parties), and judicial review of agency action.
