Mr. Garcia joined Southwestern Law School as the inaugural Director of Campus Safety and Security in November 2022. Garcia has over 30 years of law enforcement and management experience in Southern California. His experience includes emergency management and communications, developing emergency action plans, disaster preparedness, behavioral threat assessments, administering safety training, drills, and exercises, policy development and implementation, and conducting internal audits and investigations. 

Garcia is dedicated to building trusting relationships and effectively collaborating with all stakeholders to achieve organizational goals and objectives. He has implemented several campus safety and security enhancements since joining Southwestern, and he continues to develop a comprehensive long-term security plan for the law school community.

Garcia received his B.S. in Criminal Justice Administration from National University and his M.S. in Law Enforcement and Public Safety Leadership from the University of San Diego. He is a lifetime member of the Alpha Phi Sigma National Criminal Justice Honor Society. Garcia is a graduate of the California Peace Officers Standards and Training (POST) Management school and the Sherman Block Supervisory Leadership Institute. He is a current member of the International Association of Campus Law Enforcement Administrators and the National Association for Behavioral Intervention and Threat Assessment.
