Judge Costa presides over and issues decisions in formal administrative hearings involving applications for immigration benefits, detention/bond, and potential removal from the United States. He applies case, statutory, and regulatory precedent, and decides issues of first impression. He exercises independent discretionary judgment in manner that ensures due process and fairness and enhances confidence in the integrity of the United States legal system. He mentors and trains new Immigration Judges and judicial law clerks.
